Documents and Forms required and must be completed:

  1. ID or Passport of concerned applicant
  2. Authorization form of Customs Agent
  3. Personal Items list (Packing List)
  4. Form No. 1 for the transfer of normal residence from a Member State of the European Union.
  5. Form No. 2 for the transfer of normal residence from a third country.
Personal effects means property for the personal use of the persons concerned or for meeting their household needs and not by their nature or quantity reflect any commercial interest. These items include:
  • his personal effects, i.e. personal effects, household linen and furnishings and items of equipment intended for the personal use of the persons concerned or for meeting their household needs
  • bicycles and motorcycles, passenger cars and trailers, camping caravans, pleasure craft and private airplanes
  • household provisions appropriate to normal family requirements, household pets and saddle animals
  • portable instruments of the applied or liberal arts, required for the exercise of the profession concerned

Transfer of normal residence from a Member State of the European Union

Granted exemption from excise duties for personal property, including the car and who transfer their normal residence in the Republic coming from EU Member States.

The exception is granted for one vehicle only per person, who must hold a valid driving license.

Conditions to be met on the vehicle

Possession and use of the vehicle by the person concerned in the place of former habitual residence for at least 6 months before the transfer of normal residence in the Republic.

Acquisition of the vehicle under the general conditions of taxation in the Member State of origin, without having been in any manner any exemption or any refund of any duties, excise duty or VAT.

The vehicle must be transferred to the Republic within 12 months from the date of transfer of residence.

Evidence relating to the place of residence

The applicant must prove that he lived outside the Republic for a period to be determined in 12 consecutive months before the transfer of normal residence. It must also give proof of his intention to settle permanently in the Republic.

Such proof may be:

  • sale or rent of their residence abroad
  • employment abroad (tax returns, social security contributions, payroll)
  • children's attendance certificates to schools abroad
  • particulars of employment in the Republic
  • residence in the Republic (contract rent)
  • enrolment of children in schools of the Republic
  • proof everyday expenses, e.g. electricity bills, water supply, bank etc..
  • any other information deemed necessary.

Evidence relating to the vehicle

  • registration certificate / vehicle ownership
  • vehicle insurance certificate
  • purchase invoice
  • vehicle arrival information (bill of lading)
  • any other information deemed necessary.

Transfer of normal residence from a country outside the European Union (third country)

Relief from import and excise duties and VAT on personal individual who transfers his normal residence in the Republic (i the European Union) from a third country.

In the case of vehicles, the exemption is granted for one vehicle only per person, who must hold a valid driving license.

It is essential that the personal:

  • have been owned and used by the person concerned for at least 6 months before the date on which he ceases to have his normal residence in a third country from which is from
  • are for personal use.
  • acquired in the country of origin or the payment of all customs and tax duties in which it is normally.
  • The person must have his habitual residence in a third country for a continuous period of at least 12 months before the change of residence.

The introduction of personal property may be held six months before or 12 months after the date of the transfer of the normal residence of the European Union. In the case in which the importation takes place before the transfer of residence by the person concerned undertakes actually to establish in 6 months and pays a guarantee, the type and amount of which determines the Director of Customs.

Evidence relating to the place of residence

  • particulars of employment in the Republic
